Board of Directors: Fervin Day Center, Inc. is a rehabilitative, not for profit entity that is governed by a Board of Directors. The Board of Directors is the employer of all staff and is responsible for the enactment and enforcement of policies in keeping with Fervin’s purpose and goals. The Florida Department of Health and Mental Hygiene license our Center. In addition, the program is administered under regulations and guidelines of other relevant funding sources.
Director of Support: The Director of the Support is responsible for the overall administration and supervision of the Center’s client services, programs and personnel. The Director of Support reports directly to the Board of Directors. She/He is additionally responsible for the enactment and enforcement of these policies in keeping with the Center’s purpose and goals.
Health and Wellness Officer: The Health and Wellness Officer are responsible for the overall supervision of the Center’s Health and Wellness services. This includes interaction with the Director of Operations for hiring support of needed personnel. The Health and Wellness Officer is directly responsible for maintaining program support and scheduling. The Health and Wellness Officer reports directly to the Director of Support, but also maintains good relations with the Director of Operations. She/He is additionally responsible for the review and reports of the support staff in the Health and Wellness department.
Drug Treatment Counselor & Nurses: Drug Treatment Counselors & Nurses are responsible clients who engage in addictive behavior. Drug Treatment Counselors will discuss ways to cope and potentially incorporate methods, such as the 12-step program, to help clients toward recovery. Drug Treatment Counselors & Nurses are expected to treat patients with compassion and the utmost care. Drug Treatment Counselors & Nurses are expected to teach individuals how to modify their behavior in relation to their drug and alcohol problem. They are expected to meeting with clients to evaluate their health and substance problem, identify issues, create treatment plans, lead group therapy sessions, provide reports to the Health and Wellness Officer on an individual client basis, refer clients to community support groups (AA, NA, etc) and set up aftercare plans. Specific Drug Counselors will be assigned as direct support for family members of the client to provide support, guidance, and care plans.
Rehabilitation Services (Including CBT, PTSD, and Mental Health Counseling): Rehabilitative Services are responsible for the ongoing mental health support of clients. After Drug Treatment or in coordination with Drug Treatment, clients are to participate in CBT programs to directly help rehabilitate any underlying issues. Through CBT, changes in behavior and solutions for coping with PTSD will be taught and explained. Rehabilitative Services is expected to conduct individual and group services based on the individual client needs. Rehabilitative Services is expected to conduct themselves in line with State law and policy, as well as report any cases that they are unable to handle to the Health and Wellness Officer for outside treatment placement.
Life Support Officer: The Life Support Officer is responsible for the overall supervision of the Center’s Life Support services. This includes interaction with the Director of Operations for hiring support of needed personnel as well as engages in communication with the community outreach staff. The Life Support Officer is directly responsible for maintaining program support and scheduling. The Life Support Officer reports directly to the Director of Support, but also maintains good relations with the Director of Operations. She/He is additionally responsible for the review and reports of the support staff in the Life Support department.
Health & Hygiene Managers: Health & Hygiene Managers are responsible for the physical wellbeing of clients. This includes scheduling and arranging for clients to be taken to a doctor for an annual checkup. Health & Hygiene is expected to provide services to the clients to prepare them for the Job & Education Services. This includes providing proper hygienic care (dental, optometry, hair care). Health & Hygiene Managers are expect to put on a seminar once a month for clients about how to proper care for themselves and protect themselves (STD awareness and prevention). Health & Hygiene Managers report directly to the Life Support Officer. Health & Hygiene Managers are required to award a certificate of completion when they feel a client is prepared to continue to the Job & Education Services.
Job & Education Services: Job & Education Managers are responsible for the ongoing support of clients in the job search. Job & Education Managers are responsible for tutoring clients in job interviewing, resume writing, GED completion, community college enrollment. Job & Education Services are expected to work with the Community Outreach team to find jobs in the community that are willing to work with and hire offenders as part of community support and reentry. Job & Education Services will also provide clients with budgeting tools and an array of classes available (writing, reading, mathematics).
Clients: Offenders/Front End offenders, first time, nonviolent offenders
Director of Facilities: The Director of the Facilities is responsible for the overall administration and supervision of the Center’s facility services (health and food) and the direct personnel. The Director of Facilities reports directly to the Board of Directors. She/He is additionally responsible for the enactment and enforcement of these policies in keeping with the Center’s health and food service code to be maintained to State regulations.
Equipment Manager: The Equipment Manager is responsible for the overall supervision of the Center’s Equipment services. This includes interaction with the Director of Operations for hiring support of needed personnel. The Equipment Manager is directly responsible for maintaining staff, supplies and scheduling. The Equipment Manager reports directly to the Director of Facilities, but also maintains good relations with the Director of Operations. She/He is additionally responsible for the review and reports of the support staff in the Equipment Team. She/He is responsible for the proper regulations to be followed regarding food handling and medical supplies.
Medical Equipment Support: Medial Equipment Support is responsible for the acquiring of all medical supplies needed for the Center. This includes all supplies needed for Drug Treatment Nurses, Health & Hygiene managers, and Client Processing/Drug Testing Managers. Medical Equipment Support is expected to manage the store room with supplies and conduct appropriate checks of the equipment to ensure security and safety of all staff. Medical Equipment Support is also expected to provide all restroom equipment for the Center. Medical Equipment Support reports to the Equipment Manager and receives a biannual budget for the fiscal year to purchase the equipment.
Sterilization Team: The Sterilization Team is responsible for hiring an outside Bio-hazard company to dispose of all hazardous waste materials (needles, blood vials). The Sterilization team also is composed of the janitorial staff to ensure cleanliness and sterilization of all rooms in the facility, including bathrooms, client processing rooms, and medical evaluation rooms. The Sterilization Team is expected to adhere to all State and Federal laws and policy regarding disposal of hazardous waste. All Sterilization team members MUST be certified in conduction of handling dangerous chemicals and hazardous materials.
Food Services: Food Services are responsible for ordering, budgeting and preparing all food and beverage that is provided in the Cafeteria. Food Services will receive their weekly budget directly from the Equipment Manager and Service Manager and is expected to weekly order food from the food service provider. Food Services are expected to treat food with care and maintain quality control. Food Service staff is required to be licensed under the State food handling guidelines.
Cafeteria Staff: Cafeteria Staff should be comprised of current clients about to graduate who are responsible for the preparation and serving of all food. These clients are managed by an outside staff member in charge of all the Cafeteria staff. The Cafeteria Staff is required to adhere to quality control policies and are expected to clean the cafeteria after each food service. Clients will be paid 1$ above minimum wage as determined by Federal Law. Cafeteria Staff reports directly to the Service Manger but is also to be under supervision of the Equipment Manager for specific equipment related areas.
Waste Management: Waste Management is responsible for the pickup and disposal of all non-hazardous waste. This includes the janitorial duties of the Cafeteria and other non-hazardous areas of the facility. Waste Management is expected to perform duties on a nightly basis. Waste Management reports directly to the Equipment Officer for the handling of supplies and disposal. The Service Manager should provide detailed schedules and support to the Waste Management Staff.
Services Manager: The Services Manager is responsible for the overall supervision of the Center’s Food and Client processing services. This includes interaction with the Director of Support for intake of clientele. The Services Manager is directly responsible for maintaining client intake reports, drug testing records, food service orders, and cafeteria staff ordering. The Services Manager reports directly to the Director of Facilities, but also maintains good relations with the Director of Support. She/He is additionally responsible for the control of staff, intake records, food ordering for the food service, and organizing proper drug testing disposal.
Client Processing: Client processing is responsible for intake forms and services of all new clients. This includes, but is not limited to, medical and mental health history, contact with the clients probation officer, defense attorney, prosecutors office, or judge. Client processing should include a full detailed description of the clients’ history, both criminally and personally. Client processing should include contact information and release requirements. Client Processing reports directly to Director of Facilities.
Drug Testing Manager: Drug Testing Managers are required to process clients after intake for drugs and alcohol. All clients are required to remain sober for the duration of their treatment. Drug Testing managers are expected to collect samples (blood and urine) to analyze for drug dependency. Drug Testing is conducted for the SOLE purpose of determining treatment plans for the client. NO client will be turned away for a positive intake test.
Director of Operations: The Director of the Operations is responsible for the overall administration and supervision of the Center’s public relations and human resources services, programs and personnel. The Director of Operations reports directly to the Board of Directors. She/He is additionally responsible for the enactment and enforcement of these policies in keeping with the Center’s public relations, finances, security, and training/hiring practices.
Public Relations Officer: The Public Relations Officer is responsible for the overall supervision of the Center’s Public Relations services. This includes interaction with the Director of Operations for hiring support of needed personnel. The Public Relations Officer is directly responsible for maintaining community outreach, public relations, risk assessments of both clients and staff, and the hiring and support of the security team. The Public Relations Officer reports directly to the Director of Operations. She/He is additionally responsible for the review and reports of the support staff in the Public Relations department. She/He is also responsible for the marketing of the Fervin Center.
Community Outreach Team/Public Relations: The Community Outreach Team/Public Relations team are responsible for creating community contacts and bonds for the support of the Center and the clients. This team is responsible for all marketing, fundraising in the community, and reentry connections. This team is expected to handle any of the volunteers for the Center and direct them to the proper Officer to get in contact with. The Community Outreach Team is expected to annual put on a community event to reach out and have the Center be supported AND to have the Center support the community. This includes having clients who are close to graduation help put on the event to help the Community as a whole. Some examples are a community garden, helping serve at a homeless shelter, community clean up, etc. The Public Relations team is responsible for all press and relations representing the Center.
Risk Assessment: The Risk Assessment team is responsible for conducting risk assessments of the clients. Following the Risk Assessment guide provided by the Court, this Risk Assessment should be conducted to determine how to proceed with a client in their Rehabilitation Treatment. Low Risk offenders should not be automatically placed in CBT, as research as shown this to be detrimental. The risk assessment should be added to the client file, and a pregraduation assessment should be done to determine if there has been a shift in risk after treatment.
Security Team: The Security Team should be comprised of an outside organization hired to provide security at all hours in the facility. This should include entrance security and throughout the building security. This team should be trained on how to handle mental and drug abuse clients. The Security Staff is required to be present at all times in the building with quick responses. There should be at least one EMT on staff at all times.
Human Resources Officer: The Human Resources Officer is responsible for the overall supervision of the Center’s Human Resources services. This includes interaction with the Director of Operations for hiring support of needed personnel and interaction with the Director of Support for training program needs for Support staff. The Human Resources Officer is directly responsible for hiring, finances and funding, team building, and all direct interactions with all staff. The Human Resource Officer reports directly to the Director of Operations, but has the authority to go directly to the Board of Directors if need be. She/He is additionally responsible for the review and reports of the support staff, and is the only authorized person to hire or fire directly.
Training Manager/Hiring Staff: The Training and Hiring Staff is responsible for providing staff and support for all positions in the Center, ensuring certifications and proper education of all employees. This includes training newly hired staff on the policies and procedures of the Center, as well as proper position specific training for employees (under the Director of Facilities jobs specifically). Hiring staff must conduct thorough investigations of all hires, to ensure proper credentials for the handling of clients. This includes, nurses, drug treatments counselors, tutors, security staffing, etc. Hiring staff must be up to date on the proper requirements and certifications needed to properly staff the Center. Training Staff is required to set up teaching seminars to provide specific certifications for staff members (i.e. bio-hazard). Training Managers/Hiring Staff report directly to the Human Resources Officer with recommendations of hire and fire, as the Human Resources Officer is the only authorized person to hire or fire any personnel.
HR Assistants: HR Assistants are expected to provide support and assistance for the Human Resources Officer, including writing memos, policy changes, and update all staff. The HR Assistants are expected to be proficient in administrative work, including typing, excel, processing and filing. HR Assistants are required to help the Training Manager and Hiring Staff with paper work details. HR Assistants only directly report to the Human Resources Manager.
Finance Manager/Accountant: Finance Manager and Accountants are expected to provide budgeting for all departments. They are also expected to file taxes appropriately, provide tax exempt forms to donations, and conduct payroll. Finance Managers and Accountants are responsible for maintaining pay scales and providing the Board of Directors with information regarding potential for promotions and excess funds. The Center is strictly not for profit, so once all expenditures are accounted for all excess money is expected to be donated or distributed to create new positions for the growth of the Center. The Finance Manager/Accountant reports to the Human Resource Manager, but is directly under the Board of Directors for unbiased decisions.
